設立の背景Background

In order to achieve carbon neutrality by balancing greenhouse gas emissions and absorption, and ultimately bringing them to zero, the global transition to a circular economy, which reduces the consumption of natural resources and minimizes environmental impact, is being demanded. In Japan, the formation of a "circular society" has been promoted for many years through the "Basic Law for the Promotion of a Circular Society" enacted in 2000.

Moreover, the "Fifth Basic Environment Plan," approved by the Cabinet in 2018, proposed the concept of a "regional circulation symbiosis sphere," where each region forms a self-sufficient and decentralized society, complementing and supporting resources according to regional characteristics. Currently, in the "Sixth Basic Environment Plan," which is under discussion by the Ministry of the Environment, the direction for achieving a circular economy by utilizing regional resources such as circular resources and renewable resources to reduce the input of natural resources and the final disposal of waste is being outlined.

On the other hand, economic growth and population increases have raised concerns about intensifying global competition for limited resources. In fact, supply constraints for goods and resources—triggered by the COVID-19 pandemic and the situation in Ukraine—have highlighted the critical importance of securing stable resources within one's own country or neighboring regions, as well as the need for their efficient use and recycling.
Momentum is building to control the risk of supply disruptions through resource circulation, leading to a "virtuous cycle of environment and growth." Against this backdrop, the Ministry of Economy, Trade and Industry (METI) formulated the "Growth-Oriented Resource-Autonomous Economic Strategy" in March 2023.
For Japan, a "resource-poor country" that relies heavily on imports, transitioning to a circular economy that utilizes resources sustainably can provide an opportunity to achieve economic growth and strengthen industrial competitiveness.
As global investment competition to achieve Green Transformation (GX) accelerates, this Council views the "Carbon Circular Economy" as a means to overcome changes in the business environment, such as achieving carbon neutrality and addressing resource constraint risks. In collaboration with government agencies, we aim to create a globally competitive market for resource and carbon circulation.
