The Council for the Promotion of Resource Recycling held its FY2025 Annual General Meeting on February 5, 2026. Officers, councilors, supporting members, regular members, and special members who understand and cooperate with the activities of this council on a daily basis participated.

|FY2025 Activity Report

Takayuki Sasaki, Secretary-General
Secretary General Takayuki Sasaki gave a report on the activities of FY2025. Since its establishment in 2023, we have recruited supporting members, regular members, startup members, supporting members, special members, sponsors, and observers, and the number of members has significantly expanded from 234 as of December 2024 to 2,460 as of December 2025 through enhanced communication from the secretariat.
As part of the activities in FY2025, it was reported that the Steering Committee was established to exchange opinions and produce reports on the following two themes.
“Theme 1: Solving the problem of residue at plastic recycling facilities and recycling difficult-to-recycle products”
“Theme 2: Facility development and market potential for the recycling and expansion of plastic in Japan”
In the “Social Demonstration and Implementation”, it was reported that Working Group 3 conducted a data linkage demonstration of the Digital Product Passport (DPP) with participating companies, and disseminated its efforts in press releases and exhibitions. He also explained that he held a “roundtable discussion between the Ministry of the Environment and startups in the circular economy field” and was in charge of the program of the “Ministry of the Environment’s 1st Resource Recycling Local Government Forum”.
In “Sharing and Dissemination”, it was reported that articles were published in the media (NewsPicks and Asahi Shimbun) and an official Facebook page was established.

|2025 Policy Recommendations Activity Report

Japan Research Institute

Junpei Kokita (Manager, Environmental, Energy, and Resource Strategy Group, Research and Consulting Division)
The Japan Research Institute reported on the contents of the report on Theme 2 of the Policy Recommendations. In order to double the recycling of plastics, he introduced the scale of facility investment required by 2030, an estimate of the economic ripple effect, and solutions to legal and financial issues.

Taking advantage of the business characteristics of leasing and sales of communication equipment, Iveless Co., Ltd. announced its efforts to take on the challenge of building a model for resource circulation rather than disposing of or reselling products collected after the lease ends.
・ WASABI Co., Ltd.: CEO Kosei Kido
WASABI Co., Ltd. introduced BINGO, a unique business that combines garbage collection activities with advertising.
・TBM Co., Ltd.: Executive Officer, Technology Development Division, General Manager, Hiroshi Sakai
TBM Co., Ltd. introduced its efforts as a deep tech startup on CirculeX, a high-performance recycled material made from used container and packaging plastics, and CCUs that immobilize CO2.
|FY2026 Activity Policy

Takayuki Sasaki, Secretary-General
Secretary General Takayuki Sasaki announced the activity policy for FY2026. It was announced that the existing working group format will be reviewed, and the management system will be shifted to a “project format” that aims to respond to priority issues (policies, systems, implementation, etc.) in system design and social implementation, and aim for faster social implementation. In addition, as a project scheduled to be implemented this fiscal year, he introduced social awareness efforts to accelerate the social implementation of resource and carbon cycles and the creation of new markets.

In FY2026, we will further accelerate co-creation among members through our activities, and promote policy recommendations, social demonstration and implementation, sharing, and dissemination in an integrated manner to make the resource and carbon recycling market take root in society. We will further deepen cooperation with various actors involved in the resource and carbon cycle, accumulate results that will lead to market formation, and work to lead Japan to become a major country in the carbon circular economy.
